Roslyn "Rozzy" Shorter
I am a proven coalition builder and results-driven leader with over 25 years of management experience and more than 15 years of leading teams. I currently serve as a Parole Revocation Hearing Administrator with the Texas Department of Criminal Justice, coordinating hearings and managing sensitive records to ensure accuracy, compliance, and adherence to statutory requirements, core functions that align directly with the District Clerk’s Office. I also advanced to the runoff for this seat in 2018 and have since intentionally prepared for this role. My educational background, combined with my expertise in judicial operations, nonprofit leadership, and financial management, prepares me to serve with excellence and be effective from day one.
Two of the most pressing issues I will face are modernizing jury services and improving efficiency through technology. To address jury challenges, I plan to expand and diversify the jury pool while ensuring constitutional compliance, building on successful improvements to online registration and management. For efficiency, I will continue advancing digital solutions like e-filing, e-plea processing, and electronic document management, reducing delays, cutting costs, and improving accessibility for attorneys and the public, ensuring the office operates seamlessly in both standard and crisis conditions. My commitment to fiscal responsibility and innovation ensures the District Clerk’s Office operates efficiently, saving taxpayers' dollars.
